Social Transformation

Trade and industrial development are deemed one of the key strategic areas for the CER. To this end, CER develops policy papers and analytical documents to investigate the latest trends in international trade and industrial development, as well as conducts sectoral studies. In particular, the Trade and Industrial Policy component focuses on the following activities:

  • Coordination of research projects in the field of international trade and industrial policy and their impact on Uzbek and global economy;
  • Conducting sectoral studies;
  • Elaboration of policy recommendations for the medium- and long-term perspective on how to better address economic development challenges;
  • Development of analyses and reviews of various industrial sectors.

To date CER’s research efforts in the area of trade and industrial policy have resulted in a considerable number of studies related to promotion of growth and diversification of export activity, improvement of business environment and strengthening of private sector to promote the inflow of FDI; a series of surveys on tariff and non-tariff barriers to trade and their impact on economic growth and industrial structure of the economy; recommendations on development of market institutions and liberalization of foreign trade policy, and more effective economic cooperation and integration in Central Asia.

“Green” Buildings in Uzbekistan: Technologies, Guidelines and Incentives
August 2011 - January 2012
The research project aimes at analyzing the ways to improve technologies and create incentives to increase energy efficiency of buildings.
Prospects for the electrical industry in the Republic of Uzbekistan
June 2010 - November 2010
The research aimes at identification and thorough analysis of the systemic causes hampering the production of electrical products with high added value and development of proposals to integrate necessary mechanisms and tools to promote large-scale development of this industry.
Structural Changes in the Economy of Uzbekistan: Achievements, Problems, Perspectives
December 2009 - February 2011
The goal of the project is to determine the prioritized sectors in the economy with maximum multiplier effect for the development of the general economy, and drafting recommendations to create a favorable environment for their development.
Export facilitation – diversification by commodities and geographical structure
December 2009 - November 2010

The aim of the research is to analyze the opportunities of Uzbekistan for diversification of export by commodities and geographical destinations by the means of raising the competitiveness of economy and promoting goods of national producers to foreign markets. Practical recommendations for the implementation of this strategy will also be developed in the research paper.

Building capacity to utilize trade policy for human development

The objective of the study is to analyze the impact of foreign trade policies on human development and to determine main directions of its improvement to achieve the increase of human development indicators.
Vertical Integration as a means of increasing efficiency and competetiveness

The research aims at exploring the effect of vertical integration with involvement of domestic or foreign capital. It is generally agreed, that stimulation of vertical integration along with involvement of foreign capital is an important driving force of economic development and has a positive effect on companies’ performance.
Impact of Globalization on Economic, Social and Human Development in Uzbekistan and Policy Implications for Meeting Future Challenges of Managing Integration into the Global Economy with Particular Focus on Implications for Trade and Investment

The project aimed at assessing the conditions, methodological options, and effects of the implementation of planned measures for financial and foreign economic activity liberalization, improvement of economic governance, accelerated integration of Uzbekistan within the world economy, and the wider and more effective benefiting from globalization advantages in the national interests.
Transaction Costs of Licensing Entrepreneurial Activities in Uzbekistan
September 2001 - February 2005
The goals of this given project are analysis of transaction costs of legalization and running business in Uzbekistan, the development of recommendations on reduction of transactions costs, assessment of benefits of transaction costs reduction in the country and governmental agencies' raising awareness of urgency of the problem in Uzbekistan.
