Portrait of Entrepreneur

CER in partnership with Chamber of Commerce and Industry of Uzbekistan, and with the support of UNDP, launches the second round of the “Portrait of Entrepreneur” survey. The first survey, conducted in 2006, was intended to facilitate understanding of what values and views determine entrepreneurs’ actions and what the target settings of the business are. Practical value of the study was to find out what impact upon competitiveness of the national business has entrepreneurs’ professional and personal qualities, social and cultural factors and those aspects that pertain to state regulation of the economy.

From the previous report submission date, few important factors had a serious impact on development of the entrepreneurship in Uzbekistan. In the first place, a number of important governmental decisions were made that substantially improved business environment. Secondly, business sector enhanced its investment capabilities that enable it to play more important role in modernization of the society, to be a competitive participant of the industrial policy and a serious political player. Lastly, global financial crisis made some adjustments into the pace of business development and its trends, making such issues as employment, access to financial resources and fulfillment of some publicly important functions more complex.

Simultaneous effect of these factors induced a number of business trends that shape new traits of the «Portrait of entrepreneur» in Uzbekistan. They require additional analysis and development of policy recommendations that would fully consider them while preparing national development strategies and further improving national business competitiveness.

The goal of “Portrait of Entrepreneur 2009” is to develop and facilitate adoption of policy recommendations fostering more efficient participation of the private sector in sustainable development and modernization of Uzbekistan based on entrepreneurs’ personal, professional, cultural and social qualities. The study will aim to develop a portrait of the “successful”, “unsuccessful” and “averagely successful” national entrepreneur and analyze particular portrait’s trait impact on: a) business competitiveness, b) welcome of Social Responsibility, c) welcome of Public-Private Partnership, d) interest in innovations. Besides these, entrepreneurs’ need in practical and theoretical aspects of business education will be studied to develop relevant policy recommendations. Last, but not least objective of the research is to study specifics of the national business environment and compare it with the findings of 2006.
