The sphere of trade acts as the final link in any production chain and the efficiency, volumes and speed of delivery of goods to consumers depend on the breadth and diversity of trade channels. Effective operation of this industry will reduce the transaction costs of producers and increase their competitiveness in domestic and foreign markets.

Currently, with the development of market relations, with the implementation of economic reforms, with the provision of legislative norms and rules, trade, both wholesale and retail, is among the most progressive activities affecting all segments of the population. So, on October 1, 2017 gross added value was 151.8 trillion. soums, and the aggregate turnover - 76.4 trillion. sum. According to expert estimates, the share of wholesale and retail trade in the production of the gross added value of the republic was approximately 15-18%, outstripping the processing and extractive industries.

In the years of independence, the system of internal trade in the Republic of Uzbekistan has undergone drastic changes, especially with regard to state regulation. The process and objectives of regulating trade activities in the Republic of Uzbekistan after independence were aimed at resolving current issues for each stage of economic reforms and were of a short-term nature (saturation of the market with consumer goods, ordering and reducing imports and restricting imports of low-quality goods, etc.). However, the stated goals for demonopolization, deregulation and liberalization of wholesale and retail trade were not always accompanied by systemic measures, especially in terms of ensuring healthy competition in the market, equal conditions and rules of the game for all participants.

In the report, based on the need to increase the transparency of transactions, reduce illegal trade to ensure a healthy competitive environment, based on the analysis, measures will be proposed to improve the mechanism for organizing retail and wholesale trade on the domestic market.
