Linking Macroeconomic Policy to Poverty Reduction

The enclosed eight-chapters report presents the results of an extensive enquiry on the above topic conducted by a team of international experts contracted by UNDP with the support of the Centre for Economic Research (CER) in Tashkent. The report is articulated in eight chapters. The first two examine the macroeconomic performance of Uzbekistan over 1991-2002 and articulate suggestions in this area for the years ahead.

Chapter 3 analyzes the main trends and causes of poverty and inequality over 1991-2002 and attempts to link these trends to changes in economic and social policies. Chapters 5 to 8, discuss changes that took place in sectors that substantially influence the evolution of poverty, i.e. agriculture, employment, taxation and public expenditure and institutional development. Each of these four chapters includes specific recommendations to reduce poverty in the years ahead. Finally, chapter 4 presents an overall economic and social policy proposal that should permit to reduce substantially the incidence of poverty and other human deprivations over the next decade.
